Mr. Xiao is a pioneer advocator and one of the most distinguished experts of China in the field of investment, merger and acquisition. A strong foundation in providing strategic project scheme for big-sized corporations, restructure of state-owned enterprises, merger and acquisition, reform of assets and debts, analyzing legal risks for investment, international financing, Mr. Xiao is well known and enjoys high esteem among legal professionals in China.

Mr. Xiao dedicates himself in fields of international private equity fund, corporate governance, bankruptcy and restructuring for public companies and financial organizations, large project and regional economy financing programming, and so on. At present, Mr. Xiao serves as a standing counselor of over twenty large corporations and institutes including, but not limited to, Dong Feng Automobile Company, China Complete Equipment Group; China Arts and Crafts Import and Export Company, China Huandao Estate Group, China Electronic Leasehold Company, China Finance Net; China Association of Industry and Economy; Hainan Airlines, American DynoMedia, Hong Kong KDG Investment Group, American HLM Group, Haikou Coconut Group, Fesco Group; Gansu Huangtai Group, Shanghai Stock Exchange; Shanghai Mingshen Group and American IIG Investment Group. He is one of the most experienced experts in the field of investment, merger and acquisition. Recently, he successfully helped PanAm Aviation and Fushi International Inc. complete their financing deals, which are very influential in this practice area. He also provides policy consultancy for State-owned Assets Supervision and Administration Commission of the State Council, National Development and Reform Commission and Research Center of State Council.

Mr. Xiao was a scholar in law field. He has versed accomplishments in theories. He serves as chief editor of 《Complete Paraphrase of the Law of the People's Republic of China》,《World Legal Theories》,《Great Lexicon of Chinese Act》Editor in Chief ,《Collection of forms of Chinese Legal Writ》and 《The Great Oxford Legal Lexicon》; he authors 《General Discuss on Economic Law》,《Government System of all Countries》,《The Legal strategy on corporation's M&A》, 《Design of Criterion concerning MBO & Stock Options》, 《Bankruptcy Reorganization-Renascence of Chinese Companies》, 《Legal Risk Control of Corporate Merger and Acquisition》 and 《The Practice Guidelines of M&A and Restructuring for Chinese Lawyers》; he published 《Investment, Merger and Acquisition in China (English Version)》in 2005 which is the first English book to introduce China's investment environment and related legislature.

Each year, he will be invited to give speeches in China and overseas. In December 2005, he was invited to Harvard Law School and to the MIT Sloan School of Management to hold lectures titled "Investment, Merger and Acquisition in China", which was highly applauded by American entrepreneurs. He is the first Chinese attorney to be invited to hold lectures by these two reputable Universities. Star Daily especially reported this event and pointed out that it represented that the whole world was paying more and more attention to China's economic development.

In March, 2006, Mr. Xiao was appraised as "China's Top Ten Year Figures in the field of Securities" by CCTV Economic Channel and other media. They said Mr. Xiao has raised China's legal services to I-Banking business to an advanced level in the world. This year's China Lawyers featured Mr. Xiao as the cover figure and published an article called The first Chinese lawyer who held lectures in Harvard-Mr. Xiao Jinquan.

In 2006, China Central Television held a project called "Win in China" to select elites who would like to set up their own business. Mr. Xiao is the legal counselor of this project and organized a group of lawyers to provide free legal services free of charge for the top 108 candidates for one year.

In March, 2007, Mr. Xiao was appraised as "China's Top Ten I-Banking Figures of Most Influence". In 2007, Mr. Xiao was honored "China's Top Ten Economic Figures of Most Influence" by CCTV Educational Channel and other media. On June 11 2007, Mr. Xiao was invited to attend the Global Business Dialogue Forum in Washington D.C. and made communications about the economic development between China and the USA, which aroused media's attention. On August 21st 2007, Mr. Xiao's book "Investment, Merger and Acquisition in China" was accepted as the treasury collection of Library of Congress. This is the first time a Chinese attorney's book is collected by the Library of Congress

Mr. Xiao' hometown is Bijie, Guizhou province. He has been invited to hold lectures in Guizhou province for several times. He is the legal consultant and provides free legal services for Bijie Government and Haozhang Government. In 2007, he donated an elementary school in Bijie. He is the first Chinese attorney who donates a school by himself. Mr. Xiao also initiated a charitable foundation, together with Chinese Red Cross Foundation, named "Dacheng Charity Fund", which is the first fund sponsored by Chinese attorneys, and the fund has already organized more than one million RMB Yuan up until now.
